NORMS FOR TRANSFER OF OFFICERS IN SCALE I, II AND III AND PROMOTION POLICY FOR OFFICERS, RELOCATION OF OFFICERS IN SCALE I AND II WHO HAVE COMPLETED THEIR RURAL AND/OR RURAL/SEMI-URBAN STINT TO OTHER CENTRES.

CO: Vide their ciruclar No:CO:HRD:IRP:2012-13:26   Date: 18th /25th October 2012, it is reiterated that as stated in our Staff Circular No.425 dated 23.04.2012, officers who have completed their rural/semi-urban stint in terms of the provisions of PPO may be transferred to Metro/Urban Centres and the officers who are yet to complete their requisite rural/semi-urban stint may be transferred to such places. -The gist of circular
     
  
Attention is invited to clause no. 2.1 & 2.2 of Norms on Transfer of Officers in JMG Scale I, MMG Scale II & III enclosed to staff Circular No. 365 dated 5.07.2011 which inter-alia states that Officers in Scale I/II who have been posted to rural/ semi-urban branches may be transferred after completion of 2/3 years of rural and/or rural/semi-urban stay so as to provide opportunities for other officers who have still to complete the rural and/or rural/semi-urban stint.



Further, attention is also invited to Staff Circular No.425 dated 23.04.2012 conveying administrative guidelines based on the guidelines received from Government of India wherein it has been clarified inter-alia that officers who are presently working in the rural/semi-urban areas and have completed their requisite period of such rural/semi-urban service as stipulated in the provisions of Promotion Policy for Officers may be transferred to Metro/Urban centres and the officers who have not completed their rural/semi-urban stint may be transferred to such branches so as to provide them opportunity to complete the rural/semi-urban stint as a pre-promotion criteria for eligibility for subsequent promotion to scale II & III. 



While this being so, it has brought to our notice that the officers who have completed the requisite period of stay in rural/semi-urban areas in terms of Promotion Policy of Officers are not being transferred to Metro/Urban centres and thus not giving the opportunities to those officers who are yet to complete their rural/semi-urban stint.

As such, it is reiterated that officers who have completed their rural/semi-urban stint in terms of the provisions of PPO may be transferred to Metro/Urban Centres and the officers who are yet to complete their requisite rural/semi-urban stint may be transferred to such places.

All Zonal/Regional Offices are accordingly advised to take a note of the above for strict compliance.
