INCREASING ATTACKS ON BANK STAFF

ATTACK ON COM. UMAJANAKI 

A message from General Secretary


Daily we are coming across news items about attacks on bank staff while they were performing their legitimate duties. Attacks, abuses, humiliation, threatenings are more often seen when bank staff approach chronic defaulters for recovery of NPA. Still it is fresh in our memory when Com.Umamaheswara Rao was attacked in Hyderabad. On the other day SBH staff was attacked. Now Com.Uma Janaki MD, Turkayamjal FSCS has to encounter such situation when she was on recovery drive. She did not get panic but approached law and order and filed a complaint with police. Let us have to appreciate and congratulate her for the courage exhibited. As a responsible trade union, GS CBOU along with GS of CBIEA Com.Uday Bhaskar and Com.Umajanaki under the leadership of our legend Com.RAMBABU approached Joint Collector of RR District with a memorandum requesting the intervention of top official of district administration to instill courage and confidence among bank staff in general and give all necessary protection to Com.Umajanaki. We are happy that the district authority has instantly responded and reacted positively and issued press release sending a vibrant message to culprits threatening stern action against them in such situations. Whenever there arises need, we call upon our Branch Managers and staff to be in touch with management, local law and order and keep our union informed to extend all necessary support. SUB:- Hardships being faced by Bank Staff in recovery
Unruly behaviour of a Loan Defaulter viz Mr.Devieddy Chandrasekhar Reddy in Injapur Village, Hayatnagar Mandal, RR District with Bank Staff
At the outset, we thank you very much for giving your valuable time to hear us and for submitting this memorandum.
We introduce ourselves as a Majority Officers Union representing around 90% of Officers working in Central Bank of India in both the states of Andhra Pradesh and Telangana. Most of our Officers work at field level whose duties and responsibilities involve Recovery of Loans besides other routine Banking activities. You will kindly agree that timely recovery of loans is utmost essential to ensure quick recycling of public funds to ensure extension of credit facilities to maximum needy people in the society. In the recent times, Recovery has acquired lot of importance, with the advent of concept of Non Performing Assets (NPA) on account of which Banks are required to make huge provisions which is ultimately effecting Profitability of the Bank and it has its consequential influence on Nation's Economy.
In this backdrop of drive for Recovery of Loans, Bank staff are facing lot of hardships while discharging their legitimate duties. There are lots of incidents where bank staff are being attacked and one such incident occurred in a village of Ranga Reddy District on 25th of this month. We thought it fit to bring this incident to the notice of the District Administration with a fond hope that all the necessary would be done not only to instill confidence in the public servants who go out for discharging their duties and send warning bells to the elements who try to disrupt them.
Smt.K.Uma Janaki a Scale II Officer of Central Bank of India has been posted as Managing Director of "THE TURKAYAMJAL FARMER'S SERVICE CO-OP. SOCIETY LTD" located in Turkayamjal, Sagar Road, Hayatnagar Mandal, RR District. The society is under sponsorship of our Bank. As a part of Recovery drive, Smt.Uma Janaki along with Recovery Team went to the house of one chronic loan defaulter viz Mr.Devireddy Chandrasekhar Reddy, s/o Bal Reddy in Injapur Village, at about 2.30 PM on 25th, for recovery of loan availed by him from the Society for Poultry in 2003. As against an amount of loan of Rs.627000/- availed by him, the balance outstanding as on date is Rs.805816/-. The DLCO (East), Department of Cooperatives, Government of Telangana, has issued Decree Order for attachment of property in the account. As the borrower was not available in house, Smt.Uma Janaki contacted him over phone and requested him to come to Society Office and pay the dues in loan account. Sri Chandrasekhar Reddy had afterwards informed the Manager of the Society over phone to wait till he comes to Society. Smt.Uma Janaki and other staff were waiting for Sri Reddy with a hope that he would repay loan amount. Surprisingly, Sri Reddy came to Society Office at 6.30 PM and straight entered into the Cabin of Smt Uma Janaki and started shouting and abusing her with objectionable, filthy language which can not be written. He created a panic scene and insulted the Lady Bank Officer who was on duty. Had not there been other Society Staff and Chairman of the Soceity who came to her immediate rescue, we are afraid what would have happened to this Woman Officer. Even though she was hurt and insulted, Smt Uma Janaki some how acquired strength and courage and lodged a written complaint in Vanasthalipuram PS at about 9.00 PM in the night.
There are many people like Chandrasekhar Reddy and they require a serious message from the District Administration so that they do not take things easy and try to attack and abuse Officers while performing their duties. We seek your kind intervention and see that stern action is initiated against the culprit without much loss of time. We are of the opinion that a message be sent through Print and Electronic Media by way of a Press Release from higher authorities at District Level Administration advising public to co-operate with Recovery Officials while explaining dire consequences they may have to face for indulging in abusing officials and trying to attack on their lives and dignity.
